Toilet partitions are up off the floor to make life easier for the janitors
who have to clean the bathrooms, and thereby more sanitary for you and
Estelle.
They stop short of the ceiling because most people aren't 8 feet tall and
can't see over the tops anyway; also, they would cost more if there was more
material and less air, and the more air, the better ventilation.
As to why there are such large gaps around the doors, it's probably a matter
of making the installation easier by increasing tolerances for the person who
installs them, which keeps the costs low(er), making it less expensive for us
to "check the tile," as I like to say euphemistically, by reducing the
overall cost of construction, thereby rent, etc.
As for why everybody in Ohio wants to look through the gap and monitor the
activities of the stall occupant, I am loath to comment. Certainly such
ungracious activity does not occur elsewhere, or if it does, it receives the
same comment that Miss Manners advises one to make upon hearing the Queen (I
mean Elizabeth, not Debcaves, although it's true for her, also. Not that our
Debcaves would ever do such a thing) fart. There is nothing to say, since
such things do not occur.
