When building a PC, especially if you have not done this very often,
you need to slow down a bit.

When assembling a PC, you follow these steps:

1)  Install the motherboard in the case
2)  Install the CPU and configure the board with the proper jumper settings
3)  Install the ram
4)  install the video card and attach it to the monitor
5)  plug in a keyboard

Now...  turn on the PC and confirm that it can POST, that is you get the first
screen, it displays the proper CPU speed and proper amount of ram.

After this is complete, you are satisfied that the CPU and Ram are properly
installed, functioning...  only then do you move on to installing drives, such
as the floppy drive and hard drives.

There are so many things that can be set wrong and cause the problem you
report  it could take a long time to trouble shoot.   Remove the IDE cable
and floppy cable from your motherboard...  and any other cards that maybe
installed, besides the video card.  Once it posts, then you can begin to add
devices and drives, discovering which one is at fault or improperly configured.
