The switch, when turned on, is to allow you to use the drive in a vertical position,
or turned side ways.  Although most people use the drive horizontally...   if you
were to turn the tower on it's side, (assuming it is in a tower case and not a desktop),
this would allow you to slide the CDs in to the drive and have them function.  These
drives and other build specifically and tested specifically to be mounted vertically
are often also used in Rackmount cases where nearly all drives are mounted
vertically in the front.
