The Hollywood Real-Magic is usually a highly recommended card for this.  You
can often find combos of this card with the Pioneer Slot-Load DVD, which is
an excellent drive.  I believe many of the Hi-Val kits use this combination,
and many on-line resellers sell them together.

I have the 10x Pioneer DVD, and have had very good experiences with it.
They now offer a faster model.  I do not have a hardware decoder.

The easiest solution would probably be to purchase a dedicated DVD decoder
card/kit for you computer with TV out, so that you would be able to view
DVDs on your TV with a minimal impact on your computer performance.  (and
of course you would be able to watch it on the computer if you wanted to.)
