The only issues I have seen effect a mouse are IRQ sharing and a bad
driver, though I rarely use and do not personally support Adobe Photoshop.

Have you made sure your modem and mouse, (or other devices), are not
attempting to share an IRQ?  If your mouse is on Com1 and your modem
on Com3, ( or mouse on Com2 and modem on Com4), this could be the
issue.

What brand is this mouse?   I have had absolute fits at times dealing with
Logitech mouse drivers...   and some generics.  Have you tried replacing
your mouse driver with the generic MS mouse compatible driver?
