Good Morning Russel,
Would inserting this MaxFileCache line allow an older Socket 7 system to use
128 MB of RAM? (Gateway 233 MHz Pentium MMX machine with Gateway OEM Intel
430TX mainboard).
I long ago read that this system could only effectively utilize 64 MB of
RAM. Is this just an old wive's tale?

I'm afraid you are mistaken...Windows 95/98/Me can handle up to 2 GB of RAM.
To use it successfully insert this line into the [vcache] section of your
system.ini file: MaxFileCache=512000
But don't take my word for it...take a look at MS KB:
