I solved the problem by trying format without the switch and it formatted.
I then rebooted and formatted again and used the switch /s. This again gave
the error message of insufficient memory. I used fdisk deleted the primary
partition and made it inactive, rebooted used fdisk again, created the
primary partition and made it active then formatted c: using the /s. This
stopped the problem of insufficient memory.

I don't know what causes that error, but here's what I've done in the past
to work around it:
type "format c:"
and then when that's done, type "sys c:"
The above procedure is what I normally use when I am formatting drives.
