Two methods from Power Tips for Windows 95:
http://camalott.com/~rssmith/Win95.html

Install Win95 Without Win 3.1

Directions for installing Windows 95 with just DOS and CD-ROM drivers
present (normally it is
required that Windows 3.1 be present before using the Upgrade CD):

1. Create a text file in the root directory of the c: drive (here called
"hack95.txt"). It must contain two
lines of text, exactly as they appear here:

[Setup]

ccp=0

2. Save the file.

3. Install Win95 from the command prompt, by typing this at the command
prompt:

e:\win95\setup c:hack95.txt 4.

Windows 95 will then install as though Windows 3.1 was present.

51. Here's another trick that also works like number 50:

Create a file called OS2BOOT and place it in the root directory. The
file can have some text in it or be
empty...it doesn't matter. The Windows installation process will view
that file and think you have OS/2
installed, thus proceeding with the upgrade installation.

All the best,
