On my keyboard, ALT-ESC is to switch apps, not "start" key, I don't have any
custom short-cut/Hot-key. Did you customized hot-key yourself? I suppose
standard NT4 interface doesn't provide ALT-ESC hot-key as "Start", if so, the
solution could be: limit Operators' accounts permission/rights, so they
cannot change desktop setting and cannot touch system config, then using
keyboard without "start" key. For info on NT config, you can post on PCsoft.
