On re-installing windows on some laptops I have to make sure to wait long
enough for the reboot to do it's thing.  I was troubleshooting and
re-loading windows on one machine with the same symptoms for almost half a
day. Then I got called way during the reboot and when I came back half an
hour later it was up and running!  No problems since. Rebuilding a lot of
icons in higher resolution than 640X480 along with other(?) housekeeping
chores on that initial boot can take time. Make sure you wait long enough
before giving up.
