As you have described ..the computer makes it through POST...starts the
Win98 boot throws up the splash screen...removes the splash screen and then
hangs at a blank screen. Are you sure it has hung and is not just
configuring itself? A Win98 boot on a old and slow PC may take a while and
a blank screen after the splash but before the desktop is normal. If it has
found new devices or is installing new things it may sit at a blank screen
for a while.
However if you are sure it is hanging because of a driver issue then upon
seeing the < Starting Windows 98 > immediately after POST hit F8 and a
screen will appear allowing you to choose to enter Safe Mode where you will
be able to sort out the driver problem.
