To focus my question on choice of modems, I stated I have two modems,

56k, winmodem, v90,
33k, hardware driven modem, v34, ISA.

The question is whether it would be better to use the higher speed,
higher standard modem over the other, given that it is a winmodem.

When I posted this question I noted that my ISP has never connected at
speeds over 28-31k. Since then I noted Juno connects at 44-45k over the
same phone line. I do not know why there is this difference.
