First off why bother with refilling a toner cartridge. Even if you can remove the toner plug and seals without making a total mess of the place you would have to reload your cartridge with a good quality microfine type toner. Additionally you should replace the drum and watch the primary and transfer corona wires they are easily damaged. By the time the toner is low the drum's surface is worn out if it's not replaced your copies will eventually have streaks, blotches etc.

Secondly if you are successful in this endeavor you also risk the problem of leaking toner into your printer. You need to use a commercial quality filtered vacuum cleaner, such as the 3M Service Vacuum Cleaner with a type 2 cartridge, approx. price $ 225.

I wouldn't want to inhale any amount of toner. If you get it on your self or clothes wash with cold water only.

I have given up on using recycled and remanufactured toners because of leakage. A new manufacturers toner usually doesn't leak. HP even lets you return the toner to a recycling facility via a prepaid UPS label.

For the amount of money for a new cartridge and it's life it's well worth the money you spend.
