Happy99 is a Worm not a virus, it does nothing particularly nasty
to your computer (at least not intentionally), it just tries to
spread itself across the Internet by infecting every mail you
post with itself.

It will only affect machines running Windows 95 or 98. It
"infects" the 32bit Winsock DLL runing on those machines (this is
a library which provides "socket services" when you are talking
to a network - i.e. the Internet).

So, no it does not affect the browsing part of IE nor Office 98.
