Not only can parents with disabilities become a main stream concept, but in
some cases already is.  I have seen several cases where it has happened on
news shows.  There are other cases where those with disabilities who are one
part of a couple are parents.  Admittedly few of the cases I've seen have
been with parents who are developmentally disabled, but some have and I have
seen many with CP(myself included), or other disabilities who are parents.
