A similar problem I had was attributed to something in CMOS setup.
Sorry, I don't recall the details--too many computers ago, but it
would allow installation of just about everything except the OS.
For that, one had to enter CMOS and set the command to 'No'.
Maybe it was a virus protection switch?  Something like that.  It
would not allow wrting some aspects of the OS to the hard drive.
Sorry for the lack of details, but check your CMOS anyway.
