Not sure why, but I do know that Dell prefers Cable Select and that is the
default for them. I have  Dell P2-400 and that is the way it came. I was
having some trouble with some IDE devices and their manuals say to use Cable
Select and so do their tech support people.

Cable Select means that that position on the IDE cable determines if it is
the master or the slave. If your device uses the "middle" connector, cable
select determines that it is the slave, whereas the one closest to the end
of the cable is the master.

Not sure why Dell prefers this to setting the jumpers. Maybe some IDE
devices don't have jumper settings? (although I have never yet seen one that
doesn't but my sample size is not huge....)
