you can assign those operators' accounts with "No access" to any apps
directory but Control view system (if you are using NTFS)? This is what
NT designed for, good security.

**NT does not have a function to disable a key (I don't know any 3rd
party software can do this). Why you cannot change a keyboard without
"start" key?
