Yes - I believe it passed in '95.
Requires about 8 hours in class, law & a little anger control; 175/250
points on the firing range (nothing fancy - moderate timed fire, 3, 7, & 15
yards); pass background check; $140 fee.
Called a CHL (Concealed Handgun License). Allows carrying of handgun most
places, must be concealed. Certain premises (bars, nursing homes, etc.)
are off-limits; most other places (especially businesses) may post signs &
thus prohibit carrying there.
Must show license to police on request, & even without request if asked for
ID while carrying.
Strict suspension/revocation rules if charged with a crime.
It's too soon if it's made much impact on crime either way.
