The PCI IRQ routing information is stored in a table in the BIOS.
This is not the table you see in CMOS, and I regret any confusion
I may have created in my earlier explanation. The table in CMOS
does allow you to change values that affect PCI IRQ routing.

PCI IRQ routing table includes information about the:

  1.  PCI Interrupt Router
  2.  exclusive IRQs assigned for PCI use
  3.  wiring of each slot's interrupt pins
  4.  link connections to the interrupt pins

so that Windows 98 can dynamically set IRQs for PCI devices.
