I use Microsoft Fax which comes bundled with Win95 CD as well as Win98 CD. In Win95 the program can be added through Add Remove Program>Windows setup>Microsoft Fax. In case of Win98 SE , it is located at D:\tools\oldwin95\message\us (D is my CD-ROM drive letter). However, you have install windows messaging for MS Fax to work . This is automatically installed by the windows setup. It works well with MSWord 97 to attach any messages.
