windows 95 right?
sounds like you need the USB  patch found
on the win95 cd, it's in the "other/usb" directory it's called
"usbsupp.exe."
Windows 95 doesn't correctly detect the USB controller.

When you run the patch it first runs scandisk then installs the patch.
I believe you must have win95B or higher for usb patch to install.
Windows 98 is already USB enabled.
 Of course if you don't have any USB devices you could
just disable USB in bios.
