PROBLEM:

THE HOUSE OF REPRESENTATIVES WAYS & MEANS COMMITTEE HAS TAKEN H.R. 1180 OFF
THE TABLE!

PROBLEM:

The Ways and Means Committee is introducing a bill today “The Ticket to Work
and Work Incentives Improvement Act” which has damaging effects on people
with disabilities (See page 2).

PROBLEM:

This new bill is on a fast track. It is expected to be introduced Wednesday,
October 13, and marked up Thursday at 1:30PM ET, October 14, and voted on
next week.

SOLUTION:

CALL YOUR CONGRESSIONAL REPRESENTATIVE IMMEDIATELY AND ASK THEM TO REMAIN IN
FULL SUPPORT OF H.R.1180 AS IT WAS INTRODUCED, AND NOT TO SIGN ON TO THIS
NEW, INEFFECTIVE BILL.

SIGNIFICANT PROBLEMS WITH THE NEW, INEFFECTIVE “TICKET TO WORK AND WORK
INCENTIVES IMPROVEMENT ACT”


The House Ways and Means Committee says they “cannot" address the costs
associated with the Medicaid provisions in the bill. They plan to send the
bill on, leaving the essential Medicaid provisions vulnerable.

The Elimination of Work Disincentives would be delayed until the year 2003.

Individuals most affected by Social Security reform, current
and past SSI and SSDI beneficiaries, are not included in the required
representation on the expert Advisory Panel;

There is no provision for the continuation of Medicare benefits
past 9 years for workers who continue to be eligible for Medicare;

A GAO study for the viability of employer buy-in to Medicare would be carried
out five (5) years after the enactment. A provision which would most likely
alienate businesses, as there are currently concerns over the amount of
employer share of social security and Medicare through payroll taxes;

State Infrastructure Grants and State Demonstrations funding would be
authorized and not mandatorily appropriated.

Demonstrations and Studies would be limited to five (5) years; and

Individuals who receive SSDI and are incarcerated for even one day out of a
month for a "criminal offense" lose their SSDI benefits for that month.

The National Council on Independent Living has contacted every member of the
U.S. House of Representatives to ask them to continue their support of
H.R.1180.
