You were probably using a program called Tweak UI. There is a
different version for W95 or W98 available on the MS web site.
Sorry no URL handy. I have heard there is a copy of it on the W98
installer CD but haven't had a chance to verify.

It will allow you to customize the User Interface in many ways, and
hiding the Network Neighborhood is one way.
