Have your user try doing a SAVE AS and "back down" a version or two.

I haven't kept up with 123 since release 4 (there just isn't any demand for
it around here)  but it sounds like you are suffering from the "leap frog
effect".  I'm guessing that the 123 version is newer than the XL version,
therefore XL can't deal with it.
