The United States spends almost 80% of its publicly funded long term care dollars to warehouse approximately 2 million people with disabilities in nursing homes and other institutions. The overwhelming majority of people with disabilities and their families want services in their homes and communities. ADAPT is in St. Louis to challenge the National Governors Assn, NGA to do the following: *** Work with ADAPT to implement the most integrated setting requirement in the Americans with Disabilities Act, ADA so that people with disabilities, every child, young adult and older American has the choice of where they live and receive long term services and supports. *** Create a "Most Integrated Setting" Task Force within the NGA, to include ADAPT representatives, that will focus on technical assistance to states on ways to develop community long term services and supports. *** Publicly state the NGA's support for the ADA's most integrated setting requirement. *** Direct/encourage each member of the NGA to work with ADAPT and other members of the disability community to develop community options so that no individual is forced into a nursing home or other institution. *** Support the introduction, funding and passage of the Medicaid Community Attendant Services and Support Act, MiCASSA which will give people with disabilities Real Choice in long term services and supports.
