No, worked fine for me last night. I went to Netscape's site, clicked
on the Download button near the top-left of the window, then clicked
on the Netscape Browsers link on the left hand side. I picked the
128-bit version of netscape for Win32.(Win9x/NT) I was confirmed to
be residing in US or Canada, and the download proceeded.

I received a file called cc32d451.exe
