Mortar: A mixture of binder and aggregates, usually graded sands
Resin: A polymer or prepolymer; in this context probably epoxy, but
possibly polyester or MMA (methyl methacrylate)
Thixotropic: As opposed to viscosity, which is roughly definable as
"thickness" in respect to fluid flow characteristics, thixotropy describes
"thickness" in respect to resistance to beginning flow from a stationary
state. 

Basically, you can assume that this spec is calling for something like a
non-sag epoxy mortar.
