I recently had the exact same problem after doing a hard drive upgrade. Turns out it was an incompatibility between the motherboard (shuttle) and the new hard drive (ultra DMA-33). I changed the motherboard (to a IWILL TX chipset - Which by the way is fully supported by win98, not so with win95b{needed patch}, and the problem went away. Hope that helps.
