Yes, there are two kinds of flash EEPROM's on the market, ones that need 12V to
program and others that only need 5V. Note that this is only when flash
programming them, they need 5V for normal operation.

If you have a 12V eeprom chip, and the jumper is set to 5V, no damage will
occur, but the program won't take. The other way around though will likely blow
the chip.
