Your best bet would be to install Windows NT on the machine.  Windows NT
will allow you to set Permissions to directories, files or programs by User
ID.  NT will verify the User ID by the Pasword.

I have also used a program called Fortress to password files in Win 3.11 &
Win 95 environments.
