in (medevil) stonework these projections had purpose in that they served to hold and tie in wooden scaffolding as they went higher ; and If im not mistaken this was true for the Myan temples as wel; but I dunno they make a cactus juice down there with a worm in it so the project  probably  requires more study Py

And in the Arts and Crafts iterations, they were often done with clinker bricks 
for the “more rustic, rugged, hand-laid, atavistic appearance.”
