Look in Control Panel/Ease of Access. In XP, this was "Accessibility Options."
You'll find the screen magnifier and a display optimizer, as well as a
wizard to help you select the proper tools. I've only set this up once
for an individual with impaired vision, and she liked the high
contrast scheme and the screen magnifier.
