I did connect to the original Arch and provided to LPC a copy of the their approved drawings.

Jim,

The procedure is to negotiate. As Jenn says, meet w/ the staff person and their supervisor. Be prepared. Don't get them pissed off. Been there, done that, you could be stuck in the same spot as you are now a year from now.

As for preparation I would start by contacting the architect that got the original approval and try to obtain the names of the staff person(s) who were involved in the decision for the prior LPC approval. This may or may not be touchy if you did not contact the original architect this time around but you did base your application on their prior work.

Tough nut on the fabricator. One should never proceed until the LPC approval paperwork is in place.

Did your proposal w/ the building client include for contingency if there was a problem w/ getting LPC approval? It pays to have a disclaimer for decisions made by outside agencies/people that you have no control over. What recourse do you have to go back to the building client to recover your time costs? I think it would be honest to go back to them and explain that what you had imagined would be a simple application turned into something more and that their choice is that you and the manufacturer either drop it completely, and they get to start over on their own [w/ an architect that they hire] or they stick w/ you & manufacturer and help out w/ the costs for negotiation.... which may very well include to throw a bone to the original architect for their cooperation, plus any other consultants you may need to help w/ the negotiation.
