Could it keep the plants from taking root between the paving "stones"?

Guy laying concrete block units ("Z" shaped, if you know what I mean) on flat sand ground for driveway.  But between sand and blocks guy is putting big sheets of 10? mil plastic sheeting. Cannot explain why, just says it is good.
 
in this area it is common practice to put down heavy black plastic mesh before putting down a new gravel drive - keeps the gravel from sinking in the clay
 
mebbe this be a cheap version of applying the same principle?  mebbe no plastic mesh to be had ?
