So, is using a blowtorch sometimes OK?  Or just always beyond the pale?   christopher
As our esteemed colleagues have noted, one would not recommend the use of a "blowtorch" to attach shingles to a roof. Nor is it likely that any roofer with a brain (or even just arms) would use a "blowtorch" for that purpose. 
 
It seems more likely to me that some reporter rephrased what a mechanic (or firefighter) told him/her.  One could use a propane device to install a torch-down roofing membrane, but it sure as shit wouldn't be a shingle roof.
