Shat!  Didn't see that I had typed that.  Yes, Peter's absolutely right.
DON'T dial 911.  Oftimes, larger cities will have a 311 line for
non-emergencies.  Still, having the police respond (however slowly) to
this kind of incident provides a record from a "disinterested third
party".  Police reports not involving a minor, with no felony
investigation involved, are a matter of public record going right into
the daily blotter.  This can be easily accessed by any cub reporter
wishing to scoop a story.  Trust me on this one...I know from experience
fielding FOIA requests.

Whatever you do DO NOT have them call 911.  It's not an emergency and
you should not have them report an emergency.  Use a call to the
police via the regular number.
