Having heard "scumbag" defined as a used condom, I daresay many  people have 
indeed held them. Perhaps even people you  know. However, my reference was not 
to that particular type of scumbag, but  to more generic "disreputable 
persons," and specifically disreputable  persons involved in the construction 
industry.  Such persons do  indeed exist. 
 
As to price differentials on hindquarters, I am unclear as to your  
reference.  But I had a roommate in college (a business major, and  native of Ajo, AZ)  
who claimed (c. 1971-72) to have received professional  services, if you get 
my drift, in Sonoita, Mexico for $2.  He seemed to  consider that a reasonable 
price. Last I heard, he had become a banker.
