Oh, yeah.  
 
On an exterior project I know of, bids were received a couple of years  ago 
and the job put on hold. A contract was finally signed this past July which  
called for the job to begin in late Oct 2007 and to be  completed in the 3rd 
quarter of 2008.  When the first schedule was  submitted in November, the owner 
wanted certain areas completed sooner than  others; fair enough.  The schedule 
was revised to show those areas done  first, and the owner agreed to 
completion in Dec of 08.  Two weeks later  the owner says he wants more than half of 
the building done by mid-May.
 
Winter is here and likely to be with us for a good part of the time  between 
now and May 15.  The work can in theory proceed without regard  to 
temperature, since there's no mortar work involved, the building is  large and exposed, 
and baby, it's cold outside.  Sometimes there's  precip, and work ain't 
supposed to be done on wet substrates.
