If you try www.pcpitstop.com they have a program to check your computer 
operation including your Internet connection and make recommendations to 
tweak/optimize your system. This procedure is free though they do have 
recommended programs for sale.

Your Win 98 could be tweaked for dial up while your Win 2000 is not.
