I have never had Windows Explorer try to access the web.  I would think
something was terribly wrong, if it did......not that it would mean there
was, but I've just never heard of this before.  I just went and looked in
Tools in Explorer and see no place to set it not to connect to the web.
Where did you do that?  (I want to make sure it doesn't happen.)

Most of the time, Windows Explorer has no business trying to "phone home."
I have it set to "NO" and if it's an instance where I am trying to do
something with it that is internet related, then I give single-use
permission.  I think it has given up, I don't remember the last time it
asked for internet access.
