I presume "clean install" of win 98.in any case i do not think copy/paste will work in the case of drivers.

A better and reliable way would be to back up all your drivers. as far as network card is concerned i suggest you open up device manager, ascertain the exact model\make(network adaptors) and open it either by double clicking or highlighting and clicking on properties.click on "driver" tab in properties window and then click on "driver files loaded" tab. this will show you all the drivers loaded for this device and their locations. note them down and back up to some removable storage device.

then after format/ reinstall of o/s, windows should automatically detect the network card and ask for drivers. you can then browse to the backed up location and install.
