How kind of you to ask.  It is a WWII-era term for somebody who is basically an aide of one sort or another.  At least that's what I think; I'm not sure whether it predates or is based on the comic strip character.

 

Now we'll find out whether once again, I'm full of shit.  Bat shit in this case, I guess.
