I think what you are considering is what is known as an ISDN connection.
Earthlink was promoting this type setup a few years ago but it never was
very popular due to difficulty in setting it up, the additional expense (
required paying for a second ISP connection) and the increased speed wasn't
that great. If I recall it required both modems be installed on one PC which
acted as the hub for the network. You might take a look at this page. Maybe
