You went to the wrong place. The location of cookies is in "C:\Documents and
Settings\Username\Cookies" - what you are seeing in the temporary Internet
files area includes some cookies, but also has files that clearly are not
text. Note that Windows makes the "Temporary Internet ..." area difficult to
"view" since it automatically interprets how the items might be viewed by
the Windows Explorer. Perhaps others may have more information on how the
"Temporary..." folder works.
