Not only Logitech, but many other vendors bundle a customized BackWeb client into their products and it's used for software upgrades, services and to distribute drivers, software updates, patches and critical information for their products. It should be listed in Add and Remove Programs in Control Panel and you can safely uninstall it, keeping in mind that you will then have to check for updates, etc. manually for the program(s) that use it.
