The non-functioning device should be readily apparent.

I cannot install SP2 because I get an error 31 a device attached to the
system is not functioning.  This same error shows up with Spysweeper.  I
thought it was a bad Power Supply, but I just installed an Entec truepower
550 Watt, and it still gives the error.  I have Avant browser which can't
save the non default settings I give it.  I did a google search but can't
find anything close to what I'm getting.  Where do you start looking for
this device that isn't functioning?
