While this is true for the built-in tools, you "can" use third party tools (or older MS ones?) to make a larger partition and it will work fine. I never trusted that theory myself since I would rather have the security and convenience (and journaling) of NTFS. (If I wanted to run Win98, I'd do it in a MSVirtualPC2004 session on a NTFS drive inside a virtual drive file...)
