Possibly something in the startup folder is sticking.

Run Msconfig, click the Startup tab, and untick everything. Then reboot and
see if that fixes it. If so, you'll know you're on the right track and then
it's a matter of trial and error, or an educated guess, as to which of your
startups (or possibly a combination of them) is causing the problem.

It helps if you could state whether this has always been so, or whether the
problem has just occurred suddenly.  If so, what actions had you taken just
prior to the problem first appearing that might be a possible cause
(install, uninstall anything? Change any settings?). Does it happen every
time, or only sometimes?

The more information you can give, the better is the chance that someone
can help.
