Gary, you've got the dreaded W98 Shutdown bug. This isn't a virus, it's a glitch, and unfortunately there isn't a simple answer. There's been a HEAP of posts about this (where are the archive files, anyway? - anyone?) and the net abounds with fixes. But I have to say that I've gone through every fix (30+) on some machines and still didn't solve the problem. The last time I ran across it, it kicked in before I'd even finished the Windows install so I just started again. If all else fails, select 'Shutdown to DOS' and just switch off manually.
